The PM provides leadership, oversight, and management of a complex program, which covers a portfolio of projects and programs; ensures performance against contract and program requirements; serves as a single point of accountability and responsibility to the government; coordinates and ensures completion of deliverables, and other contractual requirements; performs risk management; develops and implements long-term strategies, roadmaps, and monitors execution to ensure alignment of tactical activities; manages program budget, evaluates performance against design and schedule requirements and constraints; provides oversight across range of project-types (waterfall, agile, lean, etc.) and project complexities; consults and advises senior Federal leadership; ensures Federal leaders have actionable information in a timely manner necessary to obtain decision/guidance to facilitate program execution.

This Program Manager position is required to formulate and lead a Center of Excellence (CoE) focused on the Robotic Process Automation (RPA) implementation for a federal government agency.

• Develop and communicate the vision and strategy for the agency-wide RPA CoE
• Develop, communicate, and secure buy-in for the principles, practices and guidelines required for orchestrating the RPA platform across agency-wide business and technical stakeholders.
• Identify and execute on the short-term and long-term goals for the RPA CoE
• Develop, implement, and maintain a communications plan for sharing the knowledge base with members, agency executives, internal and external stakeholders
• Recommend training, technical assistance, on-demand trainings, and other opportunities to advance enterprise and program staff’s knowledge about RPA process and technical details
• Lead a small agile team to develop training material for the business and technical stakeholders to develop proof-of-concepts, pilot, and production solution for the RPA tool
• Create and implement a budget for the CoE, including planning and implementing funding mechanisms, break-even attainment, and a future revenue base
• Recruit and network with key thought leaders in the field, including formation of a panel of experts to help identify best practices in the industry
• Where appropriate, coordinate training, knowledge sharing, networking, and other key CoE activities/initiatives

At least 10+ years related work experience with the following qualifications:

• Project Management experience in planning, estimating, resourcing, executing, monitoring, and managing information technology projects, preferably in technical areas such as:
  • Business value driven requirement gathering
  • Agile software application development and modernization
• Demonstrated ability to plan, manage, execute, and monitor projects requiring compliance with:
  • Software Project management frameworks and systems engineering lifecycles
  • Agile software development lifecycles
  • Task level cost and schedule estimation, tracking, reporting, and management
• Demonstrated ability to listen, influence and manage diverse stakeholders of Senior Management and Executives in the federal government across different business domains.
  
• Demonstrated passion to make a difference and a self-started/go-getter to cut through the maze of bureaucratic government to achieve intended outcomes.
  
• Excellent communication skills in writing, speaking and print design/posting
• Adept at using strategic leadership skills to collaborate with, lead and guide the work of individuals and groups that have higher levels of expertise and authority
• Effectively network with a wide range of people and organizations.
• Ability to collect and synthesize complex set of information/requirements/data
• Can discern long-term trends in the field as separate from short-term fads
• A minimum of Bachelor’s degree, Master’s degree or higher in a related area preferred.
