Responsibilities

The Program Manager provides leadership, oversight, and management of a large complex program or an account consisting of a portfolio of projects and programs; ensures performance against contract and program requirements; develops and implements long-term strategies, roadmaps, and monitors execution to ensure alignment of tactical activities and serves as a single point of accountability and responsibility to the government. This role would contribute to business development activities focused on specific DHS agencies including developing effective government customer relationships and managing RFI/RFP responses. 

 

In this role, the PM will be focused on the following: 

  • Manage all aspects of programs/projects from planning through execution, oversee project managers, serve as the main point of contact, and strive to meet product delivery, quality, and budget goals 
  • Act as a liaison with Business Development Lead, and Project Managers to identify customer challenges and unmet business needs; strategize towards REI’s core capabilities 
  • Strategize, build, and manage REI and external partner teams to pursue new growth opportunities at specific agencies 
  • Manage the development of Sources Sought, Request for Information (RFIs), and Request for Proposal or Quote (RFP/RFQ) responses in conjunction with REI CTO and REI Account Teams 
  • Work with technical architects to drive standardization, reduction of variability and variety of technologies, and modernization architecture. 
  • Work with product owners to develop roadmap and releases plan for modernization efforts 
  • Establish solid working relationship with Government POC’s to deliver successfully on program goals and position REI as a thought leader on the program 
  • Recruit and network with key thought leaders in the field, including formation of a panel of experts to help identify best practices in the industry 

Qualifications

  • At least 10+ years related work experience with the following qualifications: 
  • Project Management experience in planning, estimating, resourcing, executing, monitoring, and managing information technology projects. 
  • Demonstrated ability to plan, manage, execute, and monitor projects directly as well as through others 
  • Demonstrated ability to lead organizations focused on execution and growth, and build and sustain customer intimacy at the highest levels 
  • Demonstrated passion to make a difference and a self-started/go-getter to cut through the maze of bureaucratic government to achieve intended outcomes. 
  • At least 3 years of experience in Business Development Management, and/or Capture Management 
  • Network of Government and industry relationships in the US Department of Homeland Security customers such as the Citizens Immigration Service, Federal Emergency Management Agency, Immigrations and Customs Enforcement, Customs and Border Protection, and other components within DHS 
  • Excellent written and verbal communication skills 
  • Adept at using strategic leadership skills to collaborate with, lead and guide the work of individuals and groups that have higher levels of expertise and authority 
  • Demonstrated ability to listen, influence and manage diverse stakeholders of Senior Management and Executives in the federal government 
  • Ability to collect and synthesize complex set of information/requirements/data 
  • A minimum of Bachelor’s degree
