Overview

REI Systems Inc is seeking a Program Manager to lead support the delivery and growth of large IT program(s) with a federal civilian agency and serve as the direct liaison with the Federal customers. This includes managing the financial health of the program and ensuring proper resourcing to support each task.

Responsibilities

The Program Manager shall perform the following tasks:

 

  • Serve as the main point of contact (POC) responsible for the management and successful execution of all tasks.
  • Provide program management guidance and direction to a team of project leaders and team leads to meet delivery, quality, and financial goals.
  • Support COR with contrate-related tasks and ensure that services and deliverables are provided on time and meets or exceeds contractual requirements.
  • Participate in, and/or facilitate, technical meetings, conference calls, and working groups with client program staff and associated stakeholders.
  • Lead monthly Program Management Review (PMR) meetings, and deliver monthly status reports detailing activities, problems, corrective action, and IT operational reports.
  • Conduct financial planning, forecasting, and corrective actions to ensure the program(s) adheres to budget and financial goals. Manage risk, budget, and scope effectively to create successful outcomes.
  • Identify superior technical talent, recruit and build high performing teams.
  • Interact with teams to plan and implement projects, define tasks, and manage timelines while tracking deliverables.
  • Develop recommendations for project recovery efforts (as required)
  • Establish and maintain solid working relationship with Government POCs to grow the program and position REI as a thought leader.
  • Initiate, support, and participate in ongoing conversations and requirements-gathering sessions with customers to ensure proper positioning and contract execution.
  • Capture and develop response to future RFIs and RFPs
  • Recommend and implement best practices, innovative technologies, and process improvements.

Qualifications

  • A minimum of 15 years of experience in the IT field, with proven track record of managing large complex federal IT programs using project management frameworks and Agile development methodologies
  • Extensive subject matter knowledge of Federal Government and GSA marketplace
  • Experience in managing multiple contract(s), including BPA, and leading response to government solicitation through RFP’s and RFI’s
  • Experience in building and managing multiple cross-disciplinary IT teams.
  • Demonstrated ability to monitor the progress of multiple concurrent and highly visible projects and requirements with the ability to recommend or take required corrective actions, skilled at risk identification and management.
  • Outstanding verbal and written skills to communicate effectively to the customer, stakeholder, and project team.
  • Must be able to obtain government security clearance (public trust).

Desired Skills

  • Ability to work in a multi-vendor environment delivering solutions around IT modernization and transformation.
  • Knowledge of DevSecOps, Cloud provisioning, Managed Services, and the Security Accreditation process
