Project Overview:
The Capture Manager – Federal Civilian at REI Systems will play a pivotal role in driving strategic growth across civilian federal agencies, including Department of Commerce, USDA, GSA, and related portfolios. This position leads capture efforts for large-scale opportunities valued at over $25 million, managing the full business development lifecycle — from opportunity identification to contract award and program execution.
This leader will collaborate across business development, delivery, and corporate functions to build winning strategies, strengthen client engagement, and ensure REI maximizes its potential in the federal IT and modernization space.
Lead large deal capture plans, ensuring win strategies, milestones, and deliverables are on track and communicated to leadership.
Conduct gap analysis of REI’s capabilities against customer requirements; identify past performance and differentiators to position REI competitively.
Manage teaming strategies and partnerships, building strong alliances throughout the capture lifecycle.
Oversee competitive intelligence gathering, market analysis, and customer insights to refine REI’s positioning.
Act as Scrum Master for capture teams — managing tasks, deadlines, and ensuring accountability.
Lead cross-functional pursuit teams, including business developers, solution architects, analysts, proposal managers, recruiting, pricing, marketing, and contracts.
Drive proposal execution, ensuring compliance, innovation, and compelling storytelling in submissions.
Build and maintain strong client relationships with civilian agency leaders.
Serve as a trusted advisor to customers, shaping requirements and positioning REI early in the procurement cycle.
Develop strategies for long-term account growth, ensuring customer success and alignment with REI’s federal market vision.
Manage capture budgets, resources, and investments effectively, reporting progress and ROI to leadership.
Support Growth Team recruitment and talent development, ensuring a strong pipeline of capture professionals at REI.
Guide transition from capture to delivery, ensuring program execution aligns with client expectations and REI commitments.
Provide mentorship and oversight to delivery teams, ensuring contract performance strengthens REI’s long-term positioning.

Education: Bachelor’s Degree in Business, Information Technology, Computer Science, or another technical related field.
Clearance: Ability to obtain and maintain a clearance is preferred.
Location: Hybrid – 1 to 2 days per week at REI Systems’ Sterling, VA office.
