Responsibilities

Position Overview
Senior Capture Managers at REI Systems plays a vital role in driving the company’s growth within federal IT contracting, with a strong focus on HHS and its agencies including FDA, ACF, CMS, CDC, HRSA, and other federal customers. This role is responsible for leading opportunity pursuits through the full capture lifecycle—from opportunity identification and qualification to proposal development and award. The Capture Manager will manage and pursue opportunities ranging from $10M–$50M+, collaborating with cross-functional teams to build competitive strategies, strengthen customer relationships, and support successful program delivery.

 

Key Responsibilities:

  • Opportunity Identification & Qualification: Proactively identify, qualify, and track federal IT opportunities aligned with REI’s growth goals.
  • Capture Planning: Develop and execute capture strategies, win themes, and customer engagement plans for opportunities ranging from $10M–$50M+.
  • Proposal Support: Partner with proposal teams to shape compliant, compelling proposals; contribute to win strategy and solution development.
  • Customer Engagement: Build and sustain relationships with government stakeholders, program managers, and contracting officers to understand priorities and position REI effectively.
  • Competitive Analysis: Research market trends, competitors, and incumbent contracts to inform capture strategies.
  • Internal Collaboration: Work with technical leads, delivery managers, pricing, and recruiting to design solutions that align with customer needs and REI capabilities.

AI-Focused Responsibilities:

  • Leverage AI-powered market intelligence tools to identify trends, competitor shifts, and customer priorities across HHS.
  • Use AI-enabled search, research, and summarization capabilities to accelerate opportunity assessments, customer analysis, and shaping strategies.
  • Apply AI to generate high-quality capture artifacts (e.g., call plans, discriminator maps, draft sections, proposal storyboards) at speed and scale.
  • Integrate AI outputs into win strategies, ensuring accuracy, alignment with customer missions, and compliance with REI’s quality standards.
  • Champion AI adoption across the capture team—modeling best practices, identifying new use cases, and strengthening AI maturity within Growth.

Qualifications

Basic Qualifications:

  • Experience: 7–10 years of federal business development and capture management experience, preferably with HHS and its agencies (FDA, ACF, CMS, CDC, HRSA) or related federal agencies.
  • Capture Expertise: Proven track record in developing capture strategies, shaping opportunities, and leading proposal support for multi-million-dollar contracts ($10M–$50M+).
  • Stakeholder Engagement: Strong ability to engage and influence government customers and build trusted relationships.
  • Cross-Functional Leadership: Experience working with proposal, technical, and delivery teams to drive opportunity success.
  • Knowledge of Federal Procurement: Understanding of FAR, IDIQs, GWACs, and federal contracting processes.
  • Communication Skills: Excellent written and verbal communication, including ability to brief leadership and contribute to proposal content.

Preferred Qualifications:

  • Industry Certifications: Relevant certifications such as Project Management Professional (PMP), Certified Federal Contracts Manager (CFCM), or similar credentials.
  • Program Delivery: Demonstrated experience managing large-scale federal contracts—ensuring on-time, on-budget delivery that meets customer requirements—is preferred, as it provides critical insights to shape successful capture strategies.
  • Specialized Knowledge: In-depth knowledge of DHS and federal IT systems and contracting processes, particularly related to large-scale programs, with an understanding of how AI/ML solutions (predictive analytics, automation, cyber AI, generative AI) are shaping federal acquisition and mission delivery.
  • Partnership Management: Experience in managing strategic external partnerships and alliances within DHS and federal contracting space.
  • Proposal Management: Extensive experience in managing complex proposals and leading win strategy development for multi-million-dollar federal contracts, including experience integrating AI-assisted proposal generation and review tools to improve quality and speed.
  • Customer Focus: A deep understanding of federal customer priorities and ability to tailor solutions to meet specific needs within DHS, including emerging requirements for AI-assisted decision support, risk management, and mission operations.
  • Agile/Scrum Knowledge: Familiarity with Agile or Scrum methodologies in program delivery, particularly within large federal contracts.

Success Indicators:

  • Proven win rate in large HHS pursuits.
  • Ability to shape requirements pre-RFI/RFP.
  • Strong tenure and trusted industry relationships.
  • Early and consistent use of AI during discovery, qualification, and solutioning.
  • Ability to integrate AI-driven insights into compelling win themes and differentiators.

Education: Bachelor’s degree in Business, Engineering, Computer Science, or related field.

Clearance: Ability to obtain and maintain a clearance is preferred.

 

Location: Hybrid – 1 to 2 days per week at REI Systems’ Sterling, VA office.
