Project Overview:
The DHS Senior Capture Manager will drive strategic growth and capture efforts across the Department of Homeland Security (DHS). This role will lead end-to-end capture activities aligned to REI Systems’ growth strategy for DHS components including CBP, US Coast Guard, TSA, USCIS and ICE. The ideal candidate has a strong record of winning large federal IT modernization, data, cloud, low-code, and emerging technology contracts within DHS.
Key Responsibilities:
• Develop and execute growth strategies for DHS aligned to REI’s long-term goals.
• Qualify and shape $25M–$200M+ opportunities across DHS.
• Partner with Growth Leads and SMEs to assess customer needs and align REI capabilities.
• Develop and execute capture strategies, win themes, and pursuit plans.
• Lead capture activities from opportunity identification through award.
• Conduct competitive analysis, Black Hat, SWOT, and price-to-win assessments.
• Build relationships with DHS program leaders, COs/CORs, and influencers.
• Lead cross-functional capture teams and drive high-quality capture artifacts.
• Identify and manage teaming partners, negotiate NDAs and TAAs.
AI-Focused Responsibilities:
• Leverage AI-powered market intelligence tools to identify trends, competitor shifts, and customer priorities across DHS.
• Use AI-enabled search, research, and summarization capabilities to accelerate opportunity assessments, customer analysis, and shaping strategies.
• Apply AI to generate high-quality capture artifacts (e.g., call plans, discriminator maps, draft sections, proposal storyboards) at speed and scale.
• Integrate AI outputs into win strategies, ensuring accuracy, alignment with customer missions, and compliance with REI’s quality standards.
• Champion AI adoption across the capture team—modeling best practices, identifying new use cases, and strengthening AI maturity within Growth.
• 10+ years federal capture experience, including 5+ years focused on DHS.
• Demonstrated wins of $50M–$200M+ prime DHS contracts.
• Experience leading the full capture lifecycle (pre-RFP through submission).
• Deep domain knowledge across CBP, TSA, USCG, ICE.
• Expertise in IT modernization, cloud, data analytics, AI/ML, and DevSecOps.
• Demonstrated ability to use AI tools for capture development, research, opportunity intelligence, content generation, and analysis.
• Strong communication, executive presence, and strategic storytelling.
• Familiarity with GWACs, IDIQs, BPAs, and OTAs (Alliant 3, OASIS+, First Source III).
• Knowledge of DHS mission, budgets, and acquisition patterns.
• DHS Public Trust suitability preferred.
• Shipley or similar capture certification.
• Experience identifying new AI use cases within business development, capture, or proposal operations.
• Proven win rate in large DHS pursuits.
• Ability to shape requirements pre-RFI/RFP.
• Strong tenure and trusted industry relationships.
• Early and consistent use of AI during discovery, qualification, and solutioning.
• Ability to integrate AI-driven insights into compelling win themes and differentiators.
Education: Bachelor’s Degree in Business, Information Technology, Computer Science, or another technical related field.
Clearance: Ability to obtain and maintain DHS clearance is preferred.
Location: Hybrid – 1 to 2 days per week at REI Systems’ Sterling, VA office.
