Role Overview
REI Systems is seeking a high-velocity Capture Manager / Director to lead short-cycle capture efforts supporting Army AOS technology challenges, as well as other non-traditional acquisition captures within the Department of Defense (DoD). This role is purpose-built for an accelerated capture environment where timelines are compressed, requirements may be evolving, and success depends on rapid decision-making, technical fluency, and close customer engagement.
Unlike traditional single-award capture roles, this position focuses on technology challenges, CSOs, OTAs, and prototype-driven software acquisition pathways, requiring a leader who can translate mission problems into compelling, executable solution submissions under tight deadlines.
Key Responsibilities – Capture Execution & Strategy
• Lead end-to-end capture execution for Army AOS technology challenges
• Rapidly assess fit/no-fit decisions under compressed timelines
• Develop concise win strategies optimized for short-cycle evaluations
• Orchestrate parallel capture efforts as required
Customer & Account Alignment
• Partner with DoW BD leadership and Army account teams
• Engage Army AOS stakeholders to clarify intent and refine submissions
• Support pre-challenge shaping and follow-on positioning
Technical & Partner Coordination
• Translate mission needs into actionable technical solutions
• Coordinate internal engineering and SME resources
• Integrate non-traditional vendors and niche partners
• Drive rapid teaming, pricing, and compliance alignment
Process & Playbook Development
• Establish a repeatable tech-challenge capture playbook
• Capture lessons learned to improve speed and outcomes
• Balance agility with disciplined execution
Required Qualifications
•10+ years of experience within the DoD (we value military / civilian work-force experience), with at least 5 years focused on DoD capture
• Experience with compressed acquisition timelines (30–60 days or less)
• Knowledge of OTAs, CSOs, and alternative acquisition pathways
• Army or DoD innovation organization experience
• U.S. citizenship required; clearance preferred
Preferred Qualifications
• Direct Army / SOCOM Rapid Acquisition experience
• Non-traditional defense contractor or startup exposure
• Prototype-to-scale transition experience
• Software, cloud, AI, or digital modernization background
Key Traits for Success
• Bias for action
• Comfort with ambiguity
• Strong collaboration and accountability
• Technical curiosity and adaptability
Education: Bachelor’s or Master’s degree in Business, Engineering, Computer Science, or a related field.
Clearance: Ability to obtain and maintain a clearance is preferred.
Location: Hybrid (1 to 2 days per week or as needed in the REI SYSTEMS Sterling VA Office).
