Responsibilities

Position Overview:

REI Systems is seeking a strategic, business-minded HR Business Partner to support leaders and employees across the organization. This role will partner closely with management to align people strategies with business needs, strengthen employee experience, support organizational effectiveness, and help drive a high-performing, compliant, and values-based culture. The HRBP will combine strong HR business partnership with data-driven problem solving, process improvement, and practical adoption of modern HR technologies, including AI-enabled tools, to improve the effectiveness and efficiency of the HR function. 

 

Key Responsibilities:

 

Strategic Benefits Planning 

  • Partner with leadership to develop and execute a competitive benefits strategy aligned with organizational goals, workforce needs, and cost management objectives. 
  • Evaluate market trends, benchmarking data, and employee feedback to recommend enhancements to the benefits program.
  • Lead annual benefits planning cycles, including renewal strategy, vendor negotiations, and cost forecasting.
  • Support long-term benefits funding strategies (e.g., level-funded vs. self-funded models) through data analysis and strategic recommendations. 

Benefits Administration & Compliance 

  • Oversee day-to-day administration of employee benefits programs including medical, dental, vision, retirement plans, FSA/HSA, wellness initiatives, and leave programs.
  • Ensure compliance with applicable federal and state regulations including ERISA, ACA, COBRA, HIPAA, FMLA, and other relevant legislation.
  • Manage relationships with benefits vendors, brokers, and third-party administrators to ensure high service quality and cost efficiency. 
  • Conduct regular audits to ensure data accuracy, eligibility compliance, and alignment between HR systems and benefits platforms. 

Systems Integration & Process Optimization 

  • Lead initiatives to automate and modernize benefits administration through HRIS integrations and system enhancements (e.g., HRIS, benefits platforms, payroll integrations).
  • Improve operational efficiency by identifying and implementing process improvements that reduce manual effort and administrative risk. 
  • Ensure accurate benefits data flow between HR systems, payroll, and vendor platforms. 

Employee Experience & Communication 

  • Develop and deliver clear and engaging communication strategies to educate employees on benefits offerings, wellness programs, and total rewards. 
  • Lead benefits enrollment and open enrollment initiatives including employee education sessions, town halls, and supporting materials.
  • Serve as a trusted advisor to employees and managers on benefits-related matters, ensuring timely resolution of complex issues. 

Wellness Strategy & Employee Well-being 

  • Design and implement wellness programs that support employee well-being and engagement. \
  • Manage wellness vendors and program budgets to maximize participation and organizational value.
  • Evaluate program outcomes and engagement metrics to continuously enhance wellness offerings. 

Reporting & HR Analytics 

  • Analyze benefits utilization, claims trends, and workforce data to identify risks, opportunities, and cost optimization strategies. 
  • Develop reports and dashboards to provide leadership with insights on benefits performance, employee engagement, and program effectiveness. 
  • Use data-driven insights to guide benefits planning and continuous improvement.

Cross-Functional Collaboration 

  • Partner closely with the Head of HR and cross-functional stakeholders on strategic HR initiatives and organizational priorities. 
  • Support enterprise HR initiatives including employee lifecycle management, and organizational change management.

Qualifications

Required Qualifications:

  • 3 to 5 years of progressive human resources experience, including substantial HR experience in planning and administrating employee benefits. 
  • Strong analytical capability with experience using HR data, metrics, and trends to inform recommendations and decisions.
  • Experience improving HR processes and implementing practical, scalable solutions in a dynamic environment.
  • Strong business judgment, communication skills, and consultative influence.
  • High degree of discretion, professionalism, and ability to handle sensitive matters confidentially.
  • Proficiency with Microsoft Office and comfort working with HR systems, reporting tools, and digital platforms. 

Preferred Qualifications:

  • Experience in a government contracting, professional services, consulting, or technology-enabled environment.
  • Experience with HRIS/reporting environments and workforce analytics tools.
  • Experience using AI-enabled tools or automation in HR workflows, reporting, communications, knowledge management, or process improvement.
  • Experience with Deltek Costpoint, UKG and/or Cognos. 
  • PHR/SPHR or SHRM-CP/SHRM-SCP certification. 

Education: Bachelor’s degree in business, human resources, or other related field.

Clearance: Ability to obtain and maintain a clearance is preferred.

Citizenship: Must be a US citizen or Permanent Resident.

Location: Hybrid (2 days per week coming to REI Systems Sterling VA Office).
