Responsibilities

Project Overview:

REI Systems is seeking a Program Manager / Project Manager has hands on strong GSA SME experience a must.

This is a key personnel role and a highly competitive position in the federal market. The selected candidate will serve as the Government’s primary point of contact and provide overall leadership, direction, and guidance for all contractor personnel assigned to the task order. 

The ideal candidate will have strong experience managing complex federal IT programs, including multidisciplinary teams across software development, cloud, cybersecurity, infrastructure, operations, data science, AI/ML, testing, and DevSecOps.

This role requires a senior delivery leader who can manage cost, schedule, scope, performance, risk, staffing, stakeholder communication, and contract reporting in a federal environment.

 

Position Overview: 

The Program Manager will be responsible for leading the successful execution of a complex federal IT and AI-focused modernization program. This role will oversee delivery execution, manage integrated project plans and schedules, coordinate with Government stakeholders, lead multidisciplinary teams, and ensure contractual, technical, operational, and performance objectives are met.

The Program Manager must be comfortable working with senior Government stakeholders, Contracting Officers, Contracting Officer’s Representatives, governance bodies, and technical delivery teams. This role requires strong federal delivery discipline, executive communication skills, and practical knowledge of AI/ML project delivery in production or operational environments.

 

Key Responsibilities:

  • Serve as the primary point of contact for the Government and provide overall leadership for contractor personnel assigned to the task order.
  • Manage project cost, schedule, scope, quality, risk, and performance across multidisciplinary IT and AI-focused delivery teams.
  • Lead teams that may include software engineers, data scientists, ML engineers, testers, cybersecurity specialists, cloud/infrastructure teams, DevSecOps engineers, and operations personnel.
  • Develop and maintain integrated project plans, schedules, risk registers, issue logs, action item trackers, staffing plans, and performance reports.
  • Coordinate delivery using Agile, iterative, DevSecOps, and CI/CD delivery practices.
  • Oversee service-level management, contract performance metrics, status reporting, and recurring governance updates.
  • Brief senior Government stakeholders and prepare formal documentation, reports, and presentations.
  • Work closely with COs, CORs, program leadership, governance boards, and customer stakeholders.
  • Ensure alignment with federal acquisition lifecycle requirements and applicable federal regulations.
  • Support staffing, resource planning, onboarding, team coordination, and performance management.
  • Identify delivery risks early and drive mitigation plans across technical, staffing, schedule, and contract areas.
  • Ensure compliance with federal security, privacy, and operational requirements.

AI-Focused Responsibilities:

  • Lead or oversee projects involving AI, ML, large language models, intelligent automation, advanced analytics, AI-enabled decision support, or similar capabilities.
  • Coordinate AI/ML solution delivery from planning through production or operational deployment.
  • Support development and maintenance of AI-specific risk and model-governance artifacts.
  • Oversee model evaluation plans, bias and performance tracking, model change-management processes, and AI risk documentation.
  • Ensure AI capabilities are delivered with appropriate attention to ethics, governance, transparency, performance, privacy, and security.
  • Partner with technical teams to ensure AI/ML solutions align with mission needs, operational requirements, and federal risk management expectations.

Qualifications

Basic Qualifications:

  • 8+ years of progressive experience managing information technology projects.
  • 5+ years of experience serving as a Project Manager or Program Manager on federal or comparable public-sector IT initiatives of similar scope, complexity, and dollar value.
  • 2+ years of direct experience planning, executing, and overseeing projects that implement AI or ML solutions into production or operational environments.
  • Experience managing multidisciplinary IT delivery teams, including software engineering, data/AI teams, testing, cybersecurity, infrastructure, DevSecOps, and operations.
  • Experience managing cost, schedule, scope, performance, staffing, risks, issues, and contract deliverables.
  • Experience using Agile and/or iterative delivery methods in coordination with DevSecOps and CI/CD practices.
  • Working knowledge of the federal acquisition lifecycle and experience interacting with COs, CORs, and federal governance bodies.
  • Familiarity with FAR and applicable agency supplements as they relate to IT and AI services.
  • Practical understanding of cloud computing concepts, including IaaS, PaaS, and SaaS.
  • Knowledge of federal security and privacy requirements, including FISMA, FedRAMP, NIST RMF, and protection of PII.
  • Strong written and oral communication skills, including the ability to brief senior Government stakeholders.
  • Ability to meet all Government suitability and/or security clearance requirements specified by the contract.

Preferred Qualifications:

  • Experience supporting GSA or federal acquisition / assisted acquisition environments.
  • Experience managing AI/ML, data analytics, intelligent automation, or cloud modernization programs for federal clients.
  • Experience with model governance, AI risk management, responsible AI, or AI performance tracking.
  • Experience with service-level management, performance metrics, and contract reporting.
  • Experience leading large distributed or hybrid delivery teams.
  • Experience managing programs involving federal security, privacy, and compliance requirements.
  • PMP, CSM, SAFe, ITIL, AWS, Azure, or other relevant certifications preferred.
  • Strong executive presence and ability to manage high-visibility federal customer relationships.

Education: Bachelor’s Degree in Information Technology, Computer Science, Engineering, Business, Data Science, or a related field required.
Advanced degree or relevant certifications preferred.

 

Clearance: Ability to obtain and maintain a clearance is preferred.

 

Location: Hybrid (One day per week or as needed in the REI SYSTEMS Sterling VA Office).

$180,000 – $210,000 base salary + performance-based bonus/incentives
