Position Overview
REI Systems is seeking an experienced Business Analyst to support a large-scale Health IT program serving federal healthcare and public health missions. The Business Analyst will serve as a key liaison between business stakeholders, program leadership, product owners, technical teams, and end users to understand mission needs and translate them into clear, actionable business and technical requirements.
The ideal candidate is a highly collaborative and analytical professional who can work effectively in complex federal environments, facilitate discussions with diverse stakeholders, analyze current-state processes, define future-state capabilities, and support the successful delivery of secure, scalable, user-centered Health IT solutions.
This role requires the ability to understand both the business mission and the underlying technology, ensuring that solutions meet stakeholder needs, comply with federal standards, and deliver measurable improvements to program operations and user experience.
Responsibilities
Gather, analyze, and document business, functional, and system requirements.
Facilitate requirements sessions, stakeholder interviews, and working meetings.
Develop user stories, acceptance criteria, process flows, use cases, and business rules.
Translate business needs into clear requirements for development and technical teams.
Support Agile ceremonies including backlog refinement, sprint planning, reviews, and retrospectives.
Partner with Product Owners, developers, QA, UX, architects, and program leadership throughout the delivery lifecycle.
Analyze current-state processes and recommend future-state improvements.Support User Acceptance Testing, defect review, and requirements validation.
Assist with data, reporting, dashboard, and integration requirements.
Identify opportunities for automation, AI-enabled solutions, and process modernization.
Maintain requirements traceability and ensure delivered solutions align with business needs.
Prepare status updates, documentation, presentations, and stakeholder communications.

Work Environment
The Senior Business Analyst will work as part of an integrated, cross-functional Health IT delivery team consisting of federal stakeholders, product leadership, program management, solution architects, developers, data professionals, QA engineers, DevSecOps engineers, UX professionals, and other subject matter experts.
The individual must be comfortable operating in a highly collaborative environment, managing multiple priorities, engaging directly with customers, and supporting both strategic initiatives and detailed day-to-day delivery activities.
Educational Qualifications:
Bachelor’s degree in Information Technology, Cybersecurity, Operations Management, or related field.
Clearance: Eligible to obtain a public trust clearance.
Location: Hybrid (2 days per week or as needed in the REI Sterling Office)
